This is a small sachet containing tobacco-free nicotine and a flavour, designed to be placed under the tongue so that the nicotine is absorbed into the bloodstream.  They are similar to snus which originated in Sweden in the 1700s as a homegrown product containing actual ground tobacco. Snus moved to tobacco-free nicotine.  It is illegal to sell or advertise nicotine pouches in Australia because they have not been approved by the Therapeutic Goods Administration (TGA) but they are in the market.  In 1991 legislation was introduced in Australia to ban all forms of smokeless tobacco products, so chewing tobacco, snuff, snus and dissolvable tobacco sticks or tablets are all banned, as, one suspects, will nicotine pouches be when the TGA gets round to it.  Snus is legal in Sweden and in some other countries.  Nicotine pouches are also legal in some countries including the UK.
