This is a system which Victoria implemented on its border with NSW in response to the December outbreak in the northern beaches area of Sydney. It is preferred to the previous hard border closure.  Everyone coming from NSW into Victoria needs a border pass but the restrictions vary according to the zone from which you are coming.  Most of rural NSW is classified as a green zone and there are no restrictions, although people are asked to be on the alert for symptoms.   The greater Sydney area is an orange zone. People coming from there are asked to have a COVID test and self-isolate until they get the result.  The northern beaches is a red zone with no one allowed to enter Victoria.  Those who are already in Victoria are required to enter mandatory quarantine for 14 days.
