In this case they might decided to do a fast-follow, that is, publish with pretty well all of the product and then follow up very soon with an update to complete the just-published version rather than save it for the next version. They choose to fast-follow rather than save for the next version.
There is another meaning of fast-follow in the tech world and that is the company strategy to watch on while someone else is innovative in a new market, but, if the product seems successful, to follow up with a rival version of their own. They need to be quick before the original tech company has secured the market. The company that is a fast-follower is frowned on by those who feel that there is an element of cheating in this.
